Yes and no. Yes it's multiplayer has a server browser list, but like virtually all games of that era, SOTS used GameSpy for it's multiplayer servers and game matching. And now that GameSpy no longer provides cheap multiplayer servers, there are no commercial SOTS servers that I know of. You would have to use a program like Hamachi to create a VPN server and host a game on there.

It doesn't have matchmaking servers anymore : you have to do the matchmaking yourself, and these Local Area Network emulators help if you can't (or don't want to) do the port forwarding yourself.

(The hosting server was always the computer of the person creating the game, even if Gamespy did the matchmaking.)
