when ever I set my resolution to 1600x1200 the tabs for everythis just vanish. this is the screen shot i took to see if anyone has a solution

Try editing the following lines in both swat4.ini and swat4x.ini files accordingly:
MenuViewportX=1600
MenuViewportY=1200
