I tried installing manually and then with GOG Galaxy and still I get no sound in the TSS expansion whereas the vanilla version works flawlessly. I checked the sound files and I noticed the sound file for TSS has only two .uax files whereas vanilla has much much more.

I also checked GOG support page for SWAT 4 and found no solutions.
