If you mean Stetchkov Syndicate, you need to do this: Click on More -> Other -> Stetchkov Syndicate

If you actually mean SDK, I think it never came bundled with the game (I have the Gold Edition on disk and never recall seeing the SDK/Mod-Tools/etc. there)
(SDK = Software Development Kit)

The SDK for the base game is in the expansion's directory (for some reason!), but the actual SDK for the expansion isn't present. You can get it from here.
