Did you even try to read the sticky post? Gamespy had ceased its multiplayer support for SWAT 4 in 2012. You have to install the multiplayer patch in order to get the server list back as told in the sticky post.
Alternatively, you may use GameRanger to play SWAT 4 with other players.
