When trying to start SWAT 2 with GOG Galaxy, the green PLAY button turns grey for a couple seconds, then turns green again. Nothing else happens. When I try to launch the SWAT 2 shortcut, or the SWAT.exe in my install folder, I will get the error "SWAT.EXE - Application Error. The application was unable to start correctly (0xc0000022). Click OK to close the application."

I tried searching for but nothing seems to help. I've made sure to try the different compatibility options. I've also set the security options to Full control under the Security tab. Someone on the Steam forum mentioned seeing if there's a file that is denied access through the application monitor tool, but I couldn't find anything.

So anyone know how to fix this issue? Thanks in advance.

I wonder if it is somewhat like the same startup problem that Swat 3 has on some machines. The movies of Swat 3 were encoded with a codec (Indeo Video codec) that Microsoft no longer supports in newer operating systems. When you tried to start Swat 3 on modern versions of Windows it would immediately crash on some computers. One of the ways to deal with this problem was to install a codec pack called the "CCCP: Combined Community Codec Pack"

Make sure you download the 32 bit version (even on a 64 bit machine). For some reason it matters with Swat 3 and perhaps also for Swat 2.

Thanks for the reply. I managed to get the .AVI files to run with VLC and WMP, although with VLC it was laggy. I could give CCCP a try though. I might do that tomorrow.

I tried the CCCP, still getting the same error. Guess I'll wait to see what GoG support says. Thanks though.

I just bought Swat 4 and Swat 1&2 so I could have them in my library and I too am having the exact same problem that you are having.

I tried all of the following and nothing worked:

* 256 colour compatibility mode
* 640x480 compatibility mode
* Windows 95, Windows 98, Windows XP SP3, Windows 7, Windows 8 compatibility mode

My video card is Nvidia 960 and I am Windows 10 64-bit, 16gb RAM

Googling this problem suggests that it may be a permission problem with Microsoft Visual C++

The following link is for a different application but I suspect it may be something similar:

Another link I came across suggested temporarily disabling your Anti-virus. I tested that out and it didn't help.

I also noticed in this forum that someone posted a response from the GOG.com support team. They recommend renaming the Movies folder to test to see if it is a problem with the movies. I did this and I still get the crash.

Quick update: Using the link above about permission error problems I located this in the log:

Access denied to:
"C:\Windows\SysWOW64\dplayx.dll"

Testing to see if this is our problem...I noticed I only have READ permission to this even with my admin account. I wonder if this has to change to FULL CONTROL? So far I can't seem to do that.

Okay I was correct. This fixed it.

Open up Windows File Explorer and look for the following file:
C:\Windows\SysWOW64\dplayx.dll

You need to change the permission from this file from READ to FULL CONTROL.

You can do this for the Admin account or even for a specific user.

Follow these steps in Windows 10 to make the permission change:

The only compatibility mode change that I used with "Swat.exe" was to put it in Windows XP SP3 mode. So far this seems to work great even when my desktop was at 1920x1080.


This whole testing process that I went through above may also help people who have problems with a Swat 3 start up crash that so far we haven't been able to fix on some systems.

I also confirmed that the movies were indeed encoded with the Indeo Video codec so Swat 2 suffers from the same problem that Swat 3 does. The CCCP codec pack should fix this problem.

At one point a user on the website swat3reunited.com converted all of the movies to XVID format just like I did for Swat 3. This is a more friendly codec for modern computers. However for some reason his upload has become lost on the server. I will try to locate that file or re-convert the movies and rehost them.

Nice work man. One issue though; I currently have no permission to edit the permissions lol. Any idea how I can change this? I am the admin account so I don't know why I can't. :(

Edit: Never mind. Thought that guide where just a simple guide to the permission tab, it was a more expanded guide. :D

Edit2: I'm getting the smartheap error when ever I try to view the intro. So I'm guessing CCCP doesn't work? At least the game itself works! Thanks a lot man.

When you installed CCCP Codec Pack you installed the 32-bit version right?

On my machine for some reason I don't have a problem with displaying the Swat 2 or Swat 3 movies like some people have. The permission fix described above fixed everything for me. I can watch the intro movies and others without a problem.

I wonder if we get you XVID replacement movies that this would fix the problem for you.
Yeah I got the 32-bit version. I tried adjusting some of the settings as well, still won't play them in game. I don't really need them though. Thanks a lot for finding the solution to the error! :D

I converted the movies to XVID because they were playing like crap even on my WIndows 10 box. Will post a link here once I have uploaded them to a server. Someone in the future may want them if they come across this thread.
Here is a link to replacement movies for Swat 2 in XVID format. Of course your system has to have the XVID codec installed to play it (this codec is more Windows 8/10 friendly than the original)
