SWAT 4 is something I'm interested in playing, since it was made by the -Shock series people. Does it have its own story, or will I be completely lost if I start there?

Swat 3 and 4 aren't exactly story driven games, and there is no continuity between the two. Both games consist of scenario type missions. There are paper thin stories connecting them but it is really just "you're a cop, here is a bunch of stuff you do over the course of a few weeks against the background of some big event going on in the city".

I can't speak for 1 and 2, I don't know if they tell a continuing story but I'd be willing to bet it really does not matter. It is just more police stuff: You're a cop and you resolve situations, hopefully as closely by the book as possible.

Yeah, while there's something of a string of a plot to keep things moving in SWAT 3 and 4, each mission is basically its own little story.
