A little hard to tell by your description.

Textures for Swat 3 have to have names no longer than 15 characters.

The game also has restrictions of texture dimensions. It uses the rule of power of 2.
These sizes are as follows: 2, 4, 8, 16, 32, 64, 128, 256

An example of a valid size is 128x256 pixel texture or any variation of those numbers given above.

Bitmaps should also be 24-bits in your Mission folder while making your map. If they are 16-bit and already in your .WAD file you can re-export them to be 24-bits.
so i save the texture file in Photoshop i save one as a 16bit bmp file and another as 24 bit bmp file?? and when i put the 16 bit bmp file into wally it says its unsurported version.
No, you should forget the 16-bit idea. The developers compressed most of the textures down to that size after the map is built and before they .zipped up the completed maps. You need 24-bit textures for .BMP files.

I assume partially the reason they did this was so the game would fit on one CD.

so i tryed that and the texture still doesn't come up. is there anything else i need to do like put all the textures in specific file or make a dat file with the texture file names in them?
I assume you added the .WAD file to Worldcraft's settings?

TOOLS > OPTIONS > TEXTURES tab

There really isn't anything else you need to do during the construction phase to see the texture properly.

Later on you will need to use the flag "-buildmat" while compiling the map for release but that has to deal with bullet penetration and bullet decal hits. Not important during the construction phase of the map building.

yes i have done that and ok well i guess i might be doing somthing i just dont know what. also do you know what type of wad i need?? because in wally there are different types
Halflife (WAD3)
If we can't figure this out I would be more than happy to test it out on my end. All you would need to send me the troublesome .BMP file and your .WAD file. Just let me know.
sorry been busy ,im happy for you to try and fix it.
