The ones with the sacks over their head wiggling in (assuming) pain. It looks like there's an interaction icon when I get close but I can only catch them on fire, and the icon is still there when I get close.

It's the dude on fire to the left of me in the selfie. The icon won't show up with the selfie mode & I can't figure out how to do a screenshot from ingame. F12 & print screen don't work.

Screenshot does not work because the overlay is broken in Galaxy for Succubus. There's an easy way to fix the overlay and therefore achievement popups and screenshot function as well. See here.

Regarding the guys with the sack over their head. As you figured out, you can set them on fire. This is helpful when using pull since you will be able to actually pull the fire into your enemys. The marker shows when you are near enough to do so.
