This is a known issue. It looks like GOG servers got hit hard. It's not just this game there are hundreds of games that were affected.

Many have been reporting this issue, just have to keep trying until you get the right download for whatever reason.
It's not just for this game it seems to be the entire catalog for offline installers.

Attempt 1: 8MB
Attempt 2: 8MB
Attempt 3: 4GB
Etc.
