the gun or torpedo turrets are not shooting, some do but not all. any ideas?

Maybe they are out of ammo

I think elevation is important. If you have turrets on the sea floor, they may not be able to hit ships that are too high.

I found turrets on a higher elevation fired much more often, which makes sense because their vertical firing arc would cover more vertical area.
