It seems every single time I've requested goods from an ally they always say they aren't sending anything. Is there a way to actually get them to send goods to you?

The AI allies pretty much do their own thing, and they're difficult to coordinate with.

Try small amounts of items that your allies have loads of. Also. ask for assistance leaders who tend to be more friendly (e.g. Richard Lionheart or Saladin).
