so i was playing a map where i had no access to any green plots, stone or iron. so i usually go for:
- population: 120
- fear factor: +5 popularity
- church: +1 popularity
- alehouses: +8
- half rations: -4 popularity
- taxes: -8 popularity

i buy wheat and turn it into bread to make up for the half rations and i buy ale to ale houses.

it is a slow but profitable system where i can build my army over time. the problem with this specific map is that with all the attacks i cannot seem to break beyond a certain army size due to continuous attacks.

any advise on a more profitable system?

as an update to the previous post (in case someone ever sees it).
i tried a new system:

- population: 150
- fear factor: +5 popularity
- church: +1 popularity
- alehouses: +8
- zero rations: -8 popularity
- taxes: -6 popularity

my population is made up of mills and bakeries where i buy wheat turn it into flour and then to bread. the sale gives some profit and with the high population you get a decent income
