is there a mod or something like this (like in Outcast), so I could play Strike Commander in 1920x1080 and full screen?

I doubt that, Outcast was a Windows game and output it's graphics as Direct3D or OpenGL, only using the low resolution due to how hardware intensive voxels were for computers at the time, but games around the time of Strike Commander generally were programmed directly for Mode 16h, which is the 320x200 256 color mode, because it was really easy and efficient to program for back in the DOS era. It's possible, however doubtful that there's a 640x480 mode somewhere in there, but widescreen resolutions are out of the picture unless someone manages to reverse engineer the games file formats and pretty much build a new engine from scratch, just using the Strike Commander graphics assets.
