Whilst playing the 1944 D-Day scenario as the Germans I noticed they have a large number of Corps initially which exceeds the initial build limit. I wonder whether changing the build limits for this scenario alone so the corps limits are increased and the Army build limits are reduced would give the Germans a better chance to form a defensive line. Also the Germans begin with no engineering units and potentially a Decision Event could be used to represent the recruitment of civilian manpower to construct defences. Possibly even enabling the Germans to recruit more than one engineering unit.

That's an interesting thought, as it might as you say, make things a bit easier for the Axis.
