I know I read it somewhere but can not find it . Some of my HQ's have Orange/Gold highlights around counter, what does that mean.
Also sometimes I see yellow hex/outline around them when clicking on nearby HQs.

Hi

The first sounds like Elite HQs - see page 59 of the Manual, and the second when a HQ's supply is being boosted by another HQ, see page 163.
