Is there any way to zoom out the map? I tried the +/- keys but that didn't work.

Open the map and then use the mousewheel to zoom in or out.

I don't think map rotation is included. Maybe a future update (if there will be one) will have it included.

Have you tried the Rocket Arena mod for the game yet? It's unlocked with a coin. But is there a reason why the map doesn't work in that mode?

I guess that's just part of the mode. You carry a big rocket launcher and therefore can't turn your head much etc.
I don't think it's a bug.

Have you ever seen the reticle warped after trying the "zoom in map" option? Here is a screenshot of what the reticle looks like after I use the mouse scroll wheel.

That's completely new to me. Never saw that before. You should inform the devs about this.
