It's out on gog now. Is it "unexpected issues" again?

nvm, seems that one should start complaining to GOG start to work

Doesn't work for me. I've planned to buy the DLC after the release but currently it still says pre-order, not buy. And when I click on the pre-order button nothing happens :(

Edit: After clicking the buy button from the list of DLCs on the main game page it looks like the DLC started to download. Hope it works properl.y

Doesn't update the game to 3.0 though. Had to download all the stuff again.
