Hi, I tried to look online for help but could not find a definite answer so I am asking for your help

I own Stellaris on GOG.
Can I purchase the Federations DLC through g2a for example, get a steam code, and redeem it here?

No, simple as that ;)

There used to be a commercial offer allowing to redeem some Steam games (from a short list) on GOG.com, but this has been almost officially shut down.
