I've been playing with the 2.6.1.1 patch... I tried starting a game with the relic world origin. (without Stellaris: Federations installed)

I've now restored the relic world and started making arcologies and was sort of trying to boost my alloy production in the foundry arcologies...

Now for the problem...

I now have 6 foundry arcologies... not a single 1 of them use resources, minerals or motes, or produce anything...
I do not have the ascendency perk "arcologies" might this be why?

Is this a well known bug? anyone else seen this?

the current game build is 2.6.2... the patch notes* do yes somethink about busted starts
the fact of the matter is this build is riddled with bugs and its hard to get far before running into one
