I am doing The Coven quest. The groups that do not auto agro on sight can be killed one at a time. If you attack them they all agro but if you attack and kill in 1 shot (mini gun) the group does not agro. Simply go into combat, 1 shot someone, exit combat and repeat. You can kill entire groups without agro'ing anyone.
