I bought the DLC Fate of Finland - Karelia will appear in the army general, but SELECT will not jump to the web. The map is Warsaw :-( It's a pretty stupid DLC activation system compared to Steam. I can't play DLC ... In the game settings, this DLC doesn't appear in Extras Yes.

To the web? Mine seems good, 'select' doesn't open the web, it opens a new game page where it proposes to fight.
Maybe verifye the games files, or if you activated the dlc in Galaxy

You might have already figured it out or moved on but for steel division 2 you have to make sure the dlc's are ticked off in galaxy's "manage installations > configure" options.

Does it need galaxy to do this or can it be done with the offline installers?

The method I described is for galaxy but you can download off-line installers for the DLC's which are about 5mb each (i think it just unlocks the use of the units/divisions), It should work by just installing them that way.
