There are somewhat vague descriptions of perks in the perk selection menus, but not as much as would be useful. For example, the description says that Hacking II allows the passing of Hacking II checks, but where are those outside of the storylines? I am wondering where there are descriptions of where and how the checks for different levels of Hacking, Diplomacy, etc. occur so I can determine what will be useful where, and how.

I've found some wikis for this game, but they seem rather incomplete. I'm looking for something that really gets into the details, like they used to have in GameFAQs.com.
