Not sure how it is named in the English version.
The description text is cut off at the end, but it seems you could use it on a target and some helpful folks from the SR Salvage [inc] will pick it up and put it into your garage.
It doesn't work on captured ships for me, always says 'no target'.
How and where can I use it?

I had the captured ship in a tractor beam, maybe I need to wait longer?
