In other words, graphics aside, which game between SF1 and SF2 is more like the Genesis version in terms of mechanics, etc? I assume 2?

neither are anywhere close to the genesis version, 2 was finished in 89 and the Genesis version was released in 91, the team behind the games had nothing to do with the genesis version and thus the game-play elements to that version remain its own, and it has quite a few difference from the pc game like an upgradeable ship and upgrades to the all terrain vehicle.
