Star Dew Valley does not launch on my windows 7 machine, only my windows 8 machine.

IT does not indicate in any way that game is attempting to launch either. Any help will be greatly appreciated.

Is Microsoft XNA Framework installed in your Win 7 machine?
Mind is Win 10 and got the same problem, and resolved it by installing XNA.
