I'm getting a diagonal screen tearing everytime I play Starbound.
Here are my specs:
Intel Core i5 2.3GHz
NVIDIA GeForce GTX 960M
RAM 8.0GB
Windows 10

It has something to do with how Starbound implements VSync, while I didn't have tearing, I had really weird screen corruption, I turned off vsync in the sb config file as described here http://community.playstarbound.com/threads/vsync-on-by-default-heres-how-to-turn-it-off.38850/ and forced vsync through the AMD control panel, I'm sure you could do something similar with your NVIDIA card. Hope it helps!
