Will Tie Fighter work on a Surface Pro 3?

Theoretically it'll work. The Surface Pro 3 is running Windows 8.1 and that's supported by GOG's version. The only problem could be the input device. There are problems with DOSBox and touchscreen input and TIE Fighter (1994) runs within DOSBox (TIE Fighter (1998) is a Windows program). You might need an alternative input device.
