To my fellow community members, let me share with you how I was able to fix all my problems (CTDs, no sound, , running sorta, etc) with Rogue Squadron!
First I would like to give my biggest heart felt thank you to Lisa of the GOG Costumer Support team, without her I wouldn't be able to play a game that I loved as a kid today with an Xbox 360 controller.
Below you'll see her email response to me with a lot of suggestions. Not knowing where to start I began from square one. And did the first thing she said which I've highlighted and underlined. And then all my problems were gone. No need for the other steps, but I'm sure they are/will be useful to others. But simply changing where I installed my game made the world of difference. And it works for older games I own as well. Blood now works again for me! I usually install all my games to a second hard drive and it has a program files and a (x86) version as well since most installers default to that and I just change the drive letter. But with older games, they might just not like that.

Firstly make sure that you install the game to: C:\GOG Games\
Do not install it to Program Files or Program Files (x86), because then the game will not work.
Also make sure to always run the game using the dedicated shortcut "Launch Star Wars - Rogue Squadron 3D", which should be on your desktop, or if you didn't allow the game to create one on your desktop, then in the game installation folder: C:\GOG Games\Star Wars - Rogue Squadron 3D\
After that please try these troubleshooting steps:
1) Please make sure that you use "Run as Administrator" to install and to start the game (right-click on the shortcut or setup file and select "Run as Administrator"). If you are using Galaxy, then make sure to run Galaxy as Administrator.
2) Please reinstall the game AND add it to your anti-virus/firewall software's exception/trusted list. Simply disabling firewall or AV software could not be enough, since some of these software are running still in background or in services list. If you are using Galaxy, then please add Galaxy as well.
3) Reinstall the June 2010 DirectX runtime package. You can find the archive file containing the 2010 package installation files here:

After that please download and install the DirectX Web Installer:
https://www.microsoft.com/en-gb/download/details.aspx?id=35&e6b34bbe-475b-1abd-2c51-b5034bcdd6d2
You will have to extract the files into some folder, then open that folder and launch the DXSETUP.exe file in order to proceed with the installation.
4) Please update your graphics device drivers:
http://www.nvidia.com/Download/index.aspx
5) Please make sure to unplug and/or disable all other unnecessary devices before starting the game.
