a earthquake destroyed all my buildings even the shipyards. there is no way to rebuild a yard on a planet without one?

Yes you can build the construction yard on another planet you have construction yards and send them to the planet you want

What he said with a bit more detail; you can select a production facility, right click, and give it a destination before ordering anything built.
