Using construction yards. For instance I have 6 on a planet. I'm producing the 7th. The game reports that the construction will be done on turn 224. 4 turns from now. 224 comes and goes nothing. Check the status 229. rinse wash and repeat ad nauseum.

What is going on here? This seems to be a larger problem on the Rebel side than Imperial, but that may just be due to starting situations. i.e. just more noticeable on Rebel side.

I'm not comparing one planet to another. This is simply one planet and the lack of consistency.
First question is how is your resourcing going? Part of the refined material cost is processed each day as opposed to paid up front like so many other strategy games. Its easy for production to outstrip resourcing if youre not mindful. The second question is how is the planet's allegiance? As I recall, the lower the support you have the less inclined your workforce.
I think you just have a refined material shortage which works as intended

Do you see the yellow line that fills? That is what the ETA is marking, each ETA date is one little fill of that yellow line.

Probably just a resource shortage, or uprising. The game takes supply into account when dealing with production. If you are using more resources than you are producing the game will randomly distribute what you have. Also buildings only use resources every 4 turns, while mines and refineries only produce resources once every 6 turns. If you have something you absolutely need produced, you can assign priority to a planet, and then the game will try to send refined materials there first.
