I play the game for some time, finish a circuit, but unfortunately the progress I'm making is not being saved. Which means I have to start all over again when I restart the game.

What could be the reason?

Not sure but sounds like you (or actually the game) might not have write access to the game's installation directory.

Find SWEP1RCR.EXE, right click to open Properties, select the Compatibility tab, click "Change settings for all users" at the bottom. Then change Compatibility mode to Windows XP (SP2 works for me) and enable "Run this program as an administrator".

If it works it should save your progress to data\player\<player-name>.sav in the game directory. Try to create a new player and see if a matching file is created there.
