I saw that there are a lot of disadvantages to playing with high framerate in this game and would like to limit the framerate to <30, I can't find any options to do it in settings, how would I go about limiting the framerate?

What is your graphics card? Often you can limit framerate using the GPU drivers/software. Nvidia Profile Inspector, for example. Or you can use a third party program to limit framerate, such as MSI Afterburner. Also, what is the refresh rate of your monitor? If it is 60Hz then just apply vsync and the game won't go over 60 fps. I believe the game is meant for 60 fps, so you should be okay with using vsync to limit it to this.
