Do I need to download the Unofficial Patch v1.2 and v1.3 r117 and v1.3 r129 to download custom maps?

Unfortunately, there is no definitive, easy answer to your question, but I will try my best nevertheless.

Some mods require the v1.3 r129 (it is the latest version of the patches made by Zerted, the author of those patches) patch and some don't. To determine whether or not they will is a bit of a hard question to answer, and the only thing I know on the subject would be that maps which introduce new eras (GCW and CW are examples of eras) will definitely require the patch.

Your best bet is likely to go ahead and download the patch anyway.
