I don't understand why it seems to have been skipped over when it is in my opinion the best game in the series.

Simply put, copyright complications. The SFC2 EAW and OP source codes were given to Dynaverse.net, who proceeded to do nothing with it. They still sell the game on their own store.

Well, hopefully someday they can work something out, because there is no chance I'm plugging my cc info into that sketchy dynaverse marketplace.
