I played a level of this game where the computer/AI had exposed freighters harvesting dilithium. I took a task force and destroyed them, but the AI kept building more ships, including two more freighters, and went back to mining. Okay. So I blew up the new freighters too, and the AI didn't build any more but they kept building ships and sending save after wave to attack me. Not sure how they were building the ships with no dilithium income! Or does the AI have an infinite cash reserve so blowing up their freighters is a waste of time?

No, but check the menu turn off infinite moons if that is what you want.
It's not unlimited if that is turned off but they can get dilithium from another moon that is in the fog of war.
You might not see their miner or station if you don't scout.

Best way to observe this is to be Klingon and use a cloaked scout to follow a miner around so you can see what is going on.

Then you can strategize with a different race once you know how this is happening.
