It appears to be a planet producing Labor, but want to confirm.

The small support ships are Defence and they will mass around your planets or you can build a cap-ship to tranfer them too.
Labour will help build building on the planet and things like bases

Not sure what you mean...
If you buy support ships for a fleet then those ships can be produced on any nearby planet or orbital with labour.
Then, there's also the Defense resource which spawns free support ships at planets. Those ships can either defend that planet or get "adopted" into a fleet (if you select the auto-fill option the fleet will do that automatically). By default, those ships appear only at planets which have Defense pressure (e.g., from importing explosives or whatever). However, you can make them appear at *any* planet by right-clicking it and selecting "Use gloabal defense".
