I haven't installed the updated game yet, but I just went to check on my offline installers and saw this got an update.

My previous version 1.43 was 9.66GB in size (installer size), and new 1.62 is only 6.68GB.

Is something substantially different or missing?

Version 1.62 of the offline Installer is still not available. Every time i try to download it, it shows an "Server Error".

That doesn't sound good.
v1.62 upgraded the grafics rendering, but I'm not sure why that would make the full patch 3GB smaller.
Maybe best to have both and use one after the other on a fresh install.

I now downloaded the offline installer, and think from what i have seen, they only compressed the offline-Installer a lot better. That could be the reason why it is so much smaller. I didn't realise ingame anything that have been cut from the game.
