I want to mod stalker COP, I watched few videos and read some stuff. And they always change the "fsgame.ltx" file in notepad, but i don't see it. Do i have to make it or what?

It should be right there in the root directory of the game.
like c:\games\stalker_cop\fsgame.ltx
