Does anyone know exactly what this setting does other than the screen effect such as the vignette?

Not that i know, but i'd expect it to affect various effects from (de)buffs like after drinking Vodka, low HP effects, the flashing pixels when getting irradiated, on-screen blood when getting shot, Controller attacks, etc.
I doubt anybody knows exactly, except for the devs :)
