This is probably something really simple, but during the first emission that happens, I'm near one of the helicopters you're supposed to find, and it prompts me to hide under a nearby car. I think.

The kicker is, I can't figure out how to crouch low enough to get under the car, and the car is radioactive in the first place. Is there any other place to hide during an emission near the upper left helicopter on the map?

Looking at the map, I'm guessing you are near Stingray 5, which is in a Swamp south of the Sawmill in Zaton?

You certainly aren't supposed to be hiding under cars. I think it may be pointing to the tunnel that I believe goes underneath it, with the entrances near the bottom of the hill, which should be east of Stingray 5. There should also be a tunnel entrance to a pipe south of Stingray 5 which should work. The game automatically assigns you to the nearest safe spot and will update if you go closer to a different one.

In case you didn't know, you can crouch a bit lower by holding down Ctrl+Shift (default). It doesn't allow you under the car though, so don't try that.

IronBar is quite correct - to hide from an emission you need to be in a tunnel, underground or in a building - some places will provide better cover than others for instance.
