I cannot find how to install the Russian language for SoC. I downloaded the Russian installer, but the installed game runs in English. There is a settings application in the folder which lets me change languages, but Russian is not one of the options. There is also no option during installation to choose any language.

Can anyone help?

I see you're from Canada. Does it mean that your system locale is set to English? If yes, then try to change it to Russian - http://windows.microsoft.com/en-us/windows/change-system-locale#1TC=windows-7

I changed my system locale to Russian and re-installed the game. It still launches in English. I've read in another thread that there is a separate launcher specifically for the Russian language. Does anyone know where I can find this launcher? I've tried every .exe in the installed folder.

Contact support. We've had some cases here recently where different language selections in the game shelf always resulted in downloading the English version. This might be the case here, too, but support is able to clarify and solve this.
