So on another thread in this forum it was discussed that the Sky Reclamation Project (SRP) would not work with the GOG version because it replaced fsgame.ltx. However this was true only with version 1.0.0 of SRP, the latest v1.0.3a does not include the fsgame.ltx file.

Because I am obsessive about this sort of thing I did some reading and rediscovered that mods are only supposed to work when the value "$game_data$ = false| true|" is changed to "$game_data$ = true| true|" in the fsgame.ltx file. This is one of those details I had forgotten since the last time I played modded stalker. v1.0.0 SRP included this change.

Yet the SRP was seemingly working without this change. The immediately noticeable differences at least; real world weapon names, iron sights on pistols, no more 2x zoom on iron sights, smaller grid, etc -- these are all actually optional parts of the mod, but you get the picture.

I am trying to understand why this is so and whether or not I need to start a new game now that $game_data$ is at the correct value.

Edit: Read the solution, you no longer need to change $game_data$ in Clear Sky

With most mods you should start a new game - regardless of whether it seems to run fine immediately or not, you'll likely run into some game breaking bugs at some point if you don't (usually after several hours play when the a-life begins to kick in some).
nvm

The early versions of Clear Sky required altering the fsgame.ltx file to make the game detect mods, in the same way as is still required with Shadow of Chernobyl. This requirement was eliminated in one of the later patches, making inclusion of a pre-modified fsgame.ltx file redundant. It is for this reason, and for reasons of compatibility with different user directory paths, that the file was removed from the SRP.

In short: altering the fsgame.ltx file as described in the OP is superfluous with CS v1.5.10 -- it has no effect on the game whatsoever.

No new game required! I thought it was suspicious that everything seemed to be working right, frustrating how much contradictory information there is online.

Also the Sky Reclamation Project is a phenomenal work, thank you.
