So, all of the services in the Rookie Village of Cordon are marked as Red Icons on my map. Loners don't attack me, and all of the people (Whale, Wolf, Multitool) are pleasant and friendly (Sid is a dick, but he's been like that for decades), but I can't initiate trade with Sid nor Whale. The option is gone. Plus, Wolf's travel to Zalissny changed from 750 to 3000.

I assume what happened is I pissed people off and destroyed my reputation. Just before everything turned red, a military patrol started shooting into the village, and I joined the fray. I presume I accidentally domed a loner or two with stray buckshot. That's fine, but I can't figure out how to fix it.

The tutorial section says to speak with the leader and pay them off. But there's no option for anything like that in anyone's dialogue. Sid, Wolf, Multitool, Whale, they all have nothing to say about payments or reputation. So, how can I fix this? Is there a different NPC serving as the leader of Rookie Village? I assume that even though they are all loners, they aren't connected to Zalissny because all of those icons are still green on the map. Even so, do I still have to talk to Gaffer? I like the idea of this mechanic, but I'm baffled about how to resolve the problem. Assuming it's the reputation that's even doing this.
