The "language_setup.exe" don't works form me. I hace windows 10 x64 and use resolution of 1366x768 and don't can watch the window completely.
I select spanish, press 'tab', 'enter'... y nothing.
Only play in inglish :|

I solved the trouble, with "regedit" find "HKEY_LOCAL_MACHINE\SOFTWARE\WOW6432Node\Electronic Arts\spore" and locate "locale" double click and change the value "en-us" for your language for example: es-es

OP resolution not so big to increase Win UI size... And yet this is definitely what happen. This is how always bad UI scaling work in Windows. Do not set it higher than 125% whatever display(res/dpi) you have.

in exe properties there is options to change scaling.

Ofc admin run is mandatory with such language selectors tools. Whatever game install location and not related to concrete issues.
