D3D is part of DirectX. Do you have the latest version of DirectX installed on your computer? You may also wish to download the "legacy" version of DirectX, which is the DirectX 9.0c June 2010 redistributable. You can get both of these direct from Microsoft as free digital downloads. Warning: there are reports that the legacy version will not work on Windows 8, if you're using that. It works fine on Win 7 and earlier.
I don't have much experience with Intel graphics, but you might also see if there are newer drivers available for your Intel graphics. I don't know if Intel graphics drivers are updated as often as drivers for ATI or Nvidia cards, but it's worth checking. Search the Intel site for graphics drivers and try installing the latest drivers for your chip.
