CyPhErIoN: the small headquarters plan is in Leafshade, there in the chests near the portal to Shiel.
You cannot buy this plan.
So i would advise to dig up an old save game before you entered the shiel.
Pick up the plan and redo the level.
You'll need the small headquarters alot more in the future.
By using artmoney you can also grant yourself the plan but it's cheating.
I wouldn't advise to just teleport and come back to the shiel since al your resources will be gone. Rather restart the map. You can just teleport back to the shiel if you totally cleared all enemies except the army. Then you should be able to gather enough resources and build an army again.
Thanks for the good advice - I sort of thought this is what happened. I'm usually very diligent about finding everything, but maybe not this time and it had stymied me. I really don't want to cheat (what's the fun?), but I think I'll take a crack at going back, losing my army, and then trying to build up enough make it through - good challenge, eh? Otherwise, I'll just go back to an earlier game....
Prator: If it's not in your inventory, and it's not in a chest somewhere on the map you're in (You HAVE looked around carefully, right?), you've got two options, neither of which is very good.
Option 1: Backtrack. Somewhere in a previous map (probably near an exit portal) is the plan you need.
Option 2: Shop around. If you teleport back to the Order of Dawn monument, you can wander around Greysky until you find a merchant that sells the right plan... hopefully...
Either way, unfortunately, you lose all the buildings and troops you've built up by leaving the Shiel.
If you don't mind using cheatcodes, there's also:
Option 3: Hax. Use cheatcodes to grant your character invincibility, infinite magic, and whatever else you want, and then solo the entire enemy army. It'll take a very long time, but you'll win eventually. Or, you could just cheat to give yourself all units and technologies.
