My kills are 2 dominators, 7 pirates, and 1 other (which I don't remember doing and have no idea what it was).

It's not much, but it seems like it should be enough for promotion to cadet. Yet, the military bases still aren't offering the promotion. Why not?
The game is SR2, I forgot to mention.

My guess is you just need more kills... when you get better equipment you should be able to show up where the dominators are invading and kill a bunch of them, and you'll start getting better military rank as a result.

I figured out that when the military base says, "you need 100 military points" for promotion, what they mean is, "you need 100 MORE military points". It was all just some confusion caused by the translation.
