Just got this game, and I am wondering if there is any way for me to view my relations with each alien race or planet? (It's not clear to me whether it's a planet by planet rating or a race by race rating). Thanks!

Oops, forgot to specify that I have Space Rangers 2.

You can go to the Galaxy Map and right-click any system to see your relations with those planets (they're shown with happy/neutral/frowny/angry faces).

Your relations with species depend on your starting species and class, though individual planets can be happier or less-happy with you than their racial category might make you believe. So, if the Maloqs think you're the greatest thing in the galaxy, but you fail a mission for a Maloq planet, that individual planet won't be keen on you.

You can also piss off entire systems- so if you play pirate and kill lots of civilian ships in a system, you will eventually start attracting military attention.

Not really.
The only way to check is to click on them when they're in your scanner's range, which might be too late if accidentally jump into a 'hostile' system.
