I was attacked while alt-tabbed. I have 9 hull breaches and no one does anything.

try to go to BUILD-EDIT mode and add some new hull

not sure tho – usually I am the one who gives 'em beating
(although once sneaky pirates almost captured my whole ship while i was crashing theirs!))
